Abstract
HOLOUBEK, Elisabeth: "The Eurobonds Guide. Will They Help Us out of the Economic Crisis?", Hamburg 2013
Usually I do not evaluate economic or scientific books. They do not belong to my profession and the "duty readings". In this case, I made an exception. Elisabeth Holoubek - the author - worked together with me as a colleague in this year´s Summer University in Saint Petersburg. This obliges me, and I do not look at it as a duty.
The financial crisis which started in 2007 was the worst since the great depression of the 1930th. Economists worked out strategies against this situation. “Eurobonds” – and many other names for this system – is one solution. With the national background it was discussed by politicians. The author of this book gives some useful background information and some future perspectives. She indicates, that the crisis in Greece is based on the international problem of European Union.
It is in hand of politicians to take actions. Sooner or later a mechanism, which includes Eurobonds, is needed. Holoubek also takes flak, that Europe is missing visions, how these continent, how this union will look like in 5 or 10 years.
Beside the explanation of background and the system of Eurobond, the author ends with a chapter, in which she gives a “Future Outlook”. Not just a scientific report, also some statements, how the future of Europe and the finance system – with a main focus on Eurobonds – can look like. Everything focuses in one point: in economic issues Europe needs one voice, more control and less nationalism.
For Holoubek Eurobond will come. The open question is just when: “I believe that issuing Eurobonds could be an important part of this holistic approach and I think that the question is not if, but when Eurobonds will be issued.” (Page 82)
I would recommend this book to all economists and politicians. It gives a clear background about the situation.
